This offering come off a very large (and very expensive) layout and is used.  I cleaned the unit, and it looks nice with a little dust in the hard to clean areas and some surface marks.  The manual is only the instruction sheet that I pictured.  I will include that sheet with the sale.  I don't know much about this company, but as per their literature they are completely compatible with Lionel systems.
